Expert Arborist Reports Across Brighton-Le-Sands, Ramsgate & Ward 5
Ward 5 follows much of Bayside's eastern foreshore. It includes Kyeemagh, Brighton-Le-Sands, Monterey, Ramsgate Beach, Ramsgate, Dolls Point, Sans Souci and Sandringham.
The ward combines established residential neighbourhoods with apartment development, coastal exposure and waterfront-influenced properties. Tree assessment can involve constrained building sites, neighbouring trees, pools, retaining structures and the long-term suitability of species in exposed coastal conditions.
Which Arborist Report Do You Need?
Coastal Development, Constrained Sites & Established Trees
Brighton-Le-Sands and Monterey combine apartment development with established residential streets. Ramsgate and Ramsgate Beach contain a mixture of established homes and redevelopment close to the foreshore.
Dolls Point, Sans Souci and Sandringham introduce waterfront and peninsula properties where mature trees, pools, retaining structures and constrained sites can create complex development relationships. Kyeemagh has a different mix again, with residential properties close to major open-space, airport and foreshore environments. These conditions give Ward 5 a genuinely different arboricultural character from inland Bayside wards.

Bayside Council Tree Guidelines in Ward 5
Council's tree preservation and landscape requirements apply throughout Ward 5. Removal generally requires Council approval, and Council will only approve it where the tree is in poor or declining condition, is hazardous, or has minimal safe useful life expectancy, or where a limited exemption applies.
Development reports should assess impacts on trees proposed for retention and removal, consider relevant AS 4970 tree-protection requirements, and address trees within 5 metres of proposed works on adjoining properties.
Replacement planting: Bayside DCP 2022 sets on-site tree replacement ratios according to the proposal: 2:1 for alterations and additions, 3:1 for a new single dwelling or dual occupancy, 5:1 for new medium-density development, and 8:1 for new high-density development. For a standalone tree-removal application the ratio is 2:1, or 1:1 where removal is due to safety or risk to infrastructure. Council can assess alternative offset arrangements where on-site replacement is not appropriate.
Private tree permits: Bayside requires a permit before you prune or remove a tree on private property, unless the tree is no higher than 3 metres with a trunk diameter of no more than 300 mm at 1.4 metres above the ground, is a fruit tree, or is on the DCP Appendix 3 Exempt Tree Species List. An AQF Level 5 arborist report is required for a dying, dead or dangerous tree, or for 10 or more trees. Check current thresholds and exemptions on the Bayside Council tree requirements page.

Frequently Asked Questions
Yes. Exposure, species suitability and site conditions can all be relevant to long-term tree performance.
Yes. Excavation and changes in ground level can affect significant roots.
Yes. Where tree works relate to proposed development, Council can assess them through the DA, and may require an independent arborist's report.
In most cases, yes. Bayside requires a permit to prune or remove most trees on private property. Small trees, fruit trees and species on the DCP Appendix 3 Exempt Tree Species List are exempt, as set out in the Tree Guidelines above. Where removal forms part of a Development Application, it is generally assessed through the DA rather than a separate permit. For standalone private-tree removal, pruning or Tree Permit questions unrelated to development, Bayside Tree Permit Services ({BAYSIDE_PERMIT_URL}) can check the Council pathway first.
