Expert Arborist Reports Across Bexley, Kogarah & Ward 4

Ward 4 includes Bexley, Bexley North, Kogarah, Carlton and Kingsgrove. Kogarah and Carlton are shared with Georges River Council, and Kingsgrove with Georges River and Canterbury-Bankstown, so check the correct council for your property. These are predominantly established residential suburbs with mature private and street trees, but they also contain continuing redevelopment around transport corridors and centres.

New dwellings, dual occupancies, additions, driveways and other construction can bring proposed works increasingly close to trees on the site or neighbouring land.

Established Streets, Mature Trees & Residential Redevelopment

Bexley and Kingsgrove contain long-established housing and mature residential trees. Replacement dwellings, dual occupancies and extensions can reduce the distance between construction and retained trees.

Bexley North has a similarly established residential character, while Kogarah and Carlton contain greater development intensity around transport and town-centre areas. Neighbouring trees are particularly important where proposed excavation, driveways or buildings approach side and rear boundaries.

Bayside Council Tree Guidelines in Ward 4

Council generally expects retention of healthy and functional trees and requires development proposals to minimise tree removal or impact on existing trees. Council can require detailed arboricultural assessment where large trees, multiple trees or adjoining trees may be affected, including trees within 5 metres of proposed works.

Council's landscape requirements say development should be designed to avoid removing healthy trees, and that alternative site layouts should be considered where retention is feasible.

Replacement planting: Bayside DCP 2022 sets on-site tree replacement ratios according to the proposal: 2:1 for alterations and additions, 3:1 for a new single dwelling or dual occupancy, 5:1 for new medium-density development, and 8:1 for new high-density development. For a standalone tree-removal application the ratio is 2:1, or 1:1 where removal is due to safety or risk to infrastructure. Council can assess alternative offset arrangements where on-site replacement is not appropriate.

Private tree permits: Bayside requires a permit before you prune or remove a tree on private property, unless the tree is no higher than 3 metres with a trunk diameter of no more than 300 mm at 1.4 metres above the ground, is a fruit tree, or is on the DCP Appendix 3 Exempt Tree Species List. An AQF Level 5 arborist report is required for a dying, dead or dangerous tree, or for 10 or more trees. Check current thresholds and exemptions on the Bayside Council tree requirements page.

Frequently Asked Questions

Yes. Roots, canopy and Tree Protection Zones can cross property boundaries, and Council can require assessment of trees within 5 metres of proposed works, including trees on adjoining land. In established Bexley streets, a mature neighbouring tree can shape where a new dwelling, driveway or extension can realistically go.
