Expert Arborist Reports Across Rockdale, Banksia & Ward 3
Ward 3 combines the major Rockdale centre with established residential areas around Banksia, Bardwell Park and Bardwell Valley. Rockdale contains higher-density and mixed-use development around the town centre and transport corridor.
Bardwell Park and Bardwell Valley have a greener, more established residential character, with mature trees, slopes and proximity to open-space and creek corridors. These differences create materially different tree-development constraints within the same ward.
Which Arborist Report Do You Need?
Rockdale Redevelopment, Established Canopy & Sloping Sites
Rockdale redevelopment can occur on relatively constrained sites where retained and neighbouring trees compete with building footprints, parking and access.
Banksia provides a transition between urban-centre development and established residential streets. Bardwell Park and Bardwell Valley have more mature vegetation and sloping residential sites where excavation, retaining structures and changes in levels can create additional root-zone impacts. Early tree assessment can help identify these constraints before design decisions become fixed.

Bayside Council Tree Guidelines in Ward 3
Council generally expects retention of healthy and functional trees and will only approve removal in defined circumstances, such as where a tree is in poor or declining condition, is hazardous, or has minimal safe useful life expectancy.
Council may require an independent arborist's report before determining a Development Application, and can require assessment of trees within 5 metres of proposed works on adjoining properties.
Replacement planting: Bayside DCP 2022 sets on-site tree replacement ratios according to the proposal: 2:1 for alterations and additions, 3:1 for a new single dwelling or dual occupancy, 5:1 for new medium-density development, and 8:1 for new high-density development. For a standalone tree-removal application the ratio is 2:1, or 1:1 where removal is due to safety or risk to infrastructure. Council can assess alternative offset arrangements where on-site replacement is not appropriate.
Private tree permits: Bayside requires a permit before you prune or remove a tree on private property, unless the tree is no higher than 3 metres with a trunk diameter of no more than 300 mm at 1.4 metres above the ground, is a fruit tree, or is on the DCP Appendix 3 Exempt Tree Species List. An AQF Level 5 arborist report is required for a dying, dead or dangerous tree, or for 10 or more trees. Check current thresholds and exemptions on the Bayside Council tree requirements page.

In most cases, yes. Bayside requires a permit to prune or remove most trees on private property. Small trees, fruit trees and species on the DCP Appendix 3 Exempt Tree Species List are exempt, as set out in the Tree Guidelines above. Where removal forms part of a Development Application, it is generally assessed through the DA rather than a separate permit. For standalone private-tree removal, pruning or Tree Permit questions unrelated to development, Bayside Tree Permit Services ({BAYSIDE_PERMIT_URL}) can check the Council pathway first.
