Expert Arborist Reports Across Botany, Pagewood & Ward 1
Ward 1 combines established residential areas around Botany, Pagewood, Eastlakes and Daceyville with major retail, industrial and employment land around Eastgardens, Hillsdale and Banksmeadow.
The development environment therefore ranges from residential additions and replacement dwellings to large commercial and industrial sites. Tree assessment can involve mature residential trees, trees on adjoining properties, street trees, construction access and wider landscape requirements associated with larger projects.
Which Arborist Report Do You Need?
Established Housing, Major Development & Employment Land
Botany and Pagewood contain established housing alongside ongoing redevelopment. Eastgardens and Hillsdale have a different mix of apartment development, retail activity and residential intensification.
Banksmeadow introduces employment and industrial land where Arborist Reports may form part of larger-scale development projects involving access, services, car parking and landscape requirements. Daceyville and Eastlakes retain a stronger established residential character where mature trees and adjoining vegetation can influence smaller-scale development.

Bayside Council Tree Guidelines in Ward 1
Council generally expects retention of healthy and functional trees and will only approve removal in defined circumstances, such as where a tree is in poor or declining condition, is hazardous, or has minimal safe useful life expectancy.
Where trees may be affected by development, Bayside requires trees within 5 metres of proposed works on adjoining properties to be identified and assessed, in addition to trees on the development site itself.
Replacement planting: Bayside DCP 2022 sets on-site tree replacement ratios according to the proposal: 2:1 for alterations and additions, 3:1 for a new single dwelling or dual occupancy, 5:1 for new medium-density development, and 8:1 for new high-density development. For a standalone tree-removal application the ratio is 2:1, or 1:1 where removal is due to safety or risk to infrastructure. Council can assess alternative offset arrangements where on-site replacement is not appropriate.
Private tree permits: Bayside requires a permit before you prune or remove a tree on private property, unless the tree is no higher than 3 metres with a trunk diameter of no more than 300 mm at 1.4 metres above the ground, is a fruit tree, or is on the DCP Appendix 3 Exempt Tree Species List. An AQF Level 5 arborist report is required for a dying, dead or dangerous tree, or for 10 or more trees. Check current thresholds and exemptions on the Bayside Council tree requirements page.

In most cases, yes. Bayside requires a permit to prune or remove most trees on private property. Small trees, fruit trees and species on the DCP Appendix 3 Exempt Tree Species List are exempt, as set out in the Tree Guidelines above. Where removal forms part of a Development Application, it is generally assessed through the DA rather than a separate permit. For standalone private-tree removal, pruning or Tree Permit questions unrelated to development, Bayside Tree Permit Services ({BAYSIDE_PERMIT_URL}) can check the Council pathway first.
