North Sydney Council Tree Rules and Regulations
North Sydney Council regulates removal and pruning of protected trees through its Tree and Vegetation Management Policy, Part B Section 16 of North Sydney DCP 2013 and Clause 5.9 of North Sydney LEP 2013. Before removing, pruning or proposing development within 5 metres of a tree, Council recommends confirming whether a Tree Management Permit or Development Consent is required.
- A Development Consent or Tree Management Permit is generally required for vegetation on public land, or where a tree exceeds 5 metres in height, 5 metres in crown width, or 500 mm trunk circumference measured at ground level.
- Common exemptions include trees confirmed dead in writing by an arborist with a minimum AQF Certificate III qualification (where not required as habitat), deadwood removal, minor maintenance pruning to AS 4373, and listed exempt species including African Olive, Bamboo, Cocos Palm, Rubber Tree, Tree of Heaven and Umbrella Tree.
- Additional heritage controls apply to certain species on heritage-listed land under Clause 5.10 of North Sydney LEP 2013.
- Where DA works occur within a Tree Protection Zone, or Council considers vegetation significant, an AQF Level 5 arborist report is required and may include TPZ and SRZ calculations, Tree Protection Plans and project arborist inspections.

North Sydney Arborist Report FAQs
Approval is generally required where a tree exceeds North Sydney Council's thresholds of 5 metres in height, 5 metres in crown width, or 500 mm trunk circumference at ground level, or where the tree is on public land. Smaller trees and listed exempt species may not require approval.
North Sydney Council lists exempt species including African Olive, Bamboo, Cocos Palm, Rubber Tree and Umbrella Tree, together with certain maintenance pruning and trees confirmed dead in writing by a qualified arborist, provided the tree is not required as habitat for native animals.
