Expert Arborist Reports Across Blaxland, Glenbrook & the Lower Mountains
Ward 4 covers the eastern gateway to the Blue Mountains.
Representative areas include Warrimoo, Blaxland, Mount Riverview, Glenbrook and Lapstone. These suburbs have a warmer climate than the Upper Mountains but retain extensive mature native canopy and close connections with Blue Mountains National Park and surrounding bushland. Residential redevelopment is generally more conventional than in the Upper Mountains, but slope, sandstone geology and bushland interfaces remain significant.
Which Arborist Report Do You Need?
Residential Redevelopment, Sandstone Sites & Bushland Edges
Blaxland contains established housing and continuing redevelopment where additions, pools, driveways and new dwellings can interact with mature eucalypts.
Mount Riverview and Warrimoo contain sloping residential sites with strong native-canopy character. Glenbrook and Lapstone occupy the lower eastern edge of the escarpment and contain established housing immediately beside major areas of bushland. The Lower Mountains therefore combine Sydney-style residential development pressure with Blue Mountains vegetation constraints.

Blue Mountains Council Tree Guidelines in Ward 4
Blue Mountains DCP Part C5 applies throughout the Lower Mountains. A Council permit is generally needed to remove or prune a tree 4 metres or more in height and/or with a crown spread greater than 4 metres, any mallee-form Eucalyptus regardless of size, and natural or regenerating locally indigenous vegetation, including shrubs and groundcover.
Many properties are bushfire-prone and may also be affected by environmental, slope or biodiversity controls. Any 10/50 entitlement should be checked against current RFS mapping for the specific property. Development Consent conditions and protected environmental features can still limit vegetation clearing.
Replacement planting: Council can require compensatory planting where vegetation removal is approved.

Frequently Asked Questions
Yes. A mature eucalypt's Tree Protection Zone can substantially influence where a new building, pool or driveway can go. Identifying Tree Protection Zones before the design is fixed is usually far cheaper than redesigning after lodgement.
Yes. Non-destructive root investigation shows where significant roots actually are in shallow sandstone soils, which can support changes to footings, retaining walls or services that allow the tree to be retained.
No. 10/50 eligibility must be checked for the individual property through the NSW RFS online tool before any clearing. Where it applies, trees within 10 metres of a home may be cleared without Council approval, subject to the 10/50 Code.
Yes. Trees on adjoining land can still be relevant where their roots or canopy may be affected by the works. The Arboricultural Impact Assessment should show how a neighbouring tree will be protected, or what design changes are needed to retain it.
In most cases, yes. A Council permit is generally needed to remove or prune a tree 4 metres or more in height and/or with a crown spread greater than 4 metres, any mallee-form Eucalyptus regardless of size, and natural or regenerating locally indigenous vegetation, including shrubs and groundcover. Exemptions can apply, or the removal may be approved through a development consent. For standalone private-tree removal or pruning questions unrelated to development, Blue Mountains City Council's Trees and Vegetation on Private Land page sets out the current application process.
