Expert Arborist Reports Across Springwood, Winmalee & Ward 3
Ward 3 centres on Springwood and includes Faulconbridge, Winmalee, Valley Heights and adjoining localities such as Yellow Rock and Sun Valley.
This part of the Blue Mountains contains some of the LGA's larger residential population centres while retaining a very strong bushland character. Homes are frequently surrounded by mature eucalypts or directly adjoin reserves, gullies and bushland.
Which Arborist Report Do You Need?
Established Residential Areas, Bushfire Interfaces & Mature Eucalypts
Springwood contains established housing, commercial activity and continuing residential redevelopment while remaining surrounded by significant bushland.
Faulconbridge has a strong heritage and bushland character with mature native vegetation throughout residential areas. Winmalee and Yellow Rock have even stronger bushfire-interface conditions.
These sites may require careful distinction between tree-risk management, ordinary private-tree removal, development-related vegetation removal, Asset Protection Zone works, and legitimate clearing under the RFS 10/50 Code. Those pathways should not be treated as interchangeable.

Blue Mountains Council Tree Guidelines in Ward 3
Council's tree and vegetation rules apply throughout the ward. A Council permit is generally needed to remove or prune a tree 4 metres or more in height and/or with a crown spread greater than 4 metres, any mallee-form Eucalyptus regardless of size, and natural or regenerating locally indigenous vegetation, including shrubs and groundcover.
Because bushfire is a major issue here, property owners should distinguish between Council tree approval, RFS 10/50 clearing and any vegetation works authorised through a Development Consent or bushfire assessment. The existence of bushfire-prone vegetation does not automatically make clearing exempt.
Replacement planting: compensatory replanting can be required through Council's tree and development approval processes.

Frequently Asked Questions
Yes. A Level 5 tree-risk assessment documents the eucalypt's condition, defects and likelihood of failure, and the people or property that could be affected. Arbor Express can use QTRA and, where needed, Resistograph testing to investigate internal decay.
Not automatically. The property and proposed work must fit a valid approval or exemption pathway, such as the NSW RFS 10/50 scheme where the property is eligible. Eligibility should be checked with the RFS online tool before any clearing.
Yes. Depending on the site, Council can also require bushfire, biodiversity or other environmental assessments. The arborist report addresses the tree component and should be coordinated with those assessments rather than replacing them.
Yes. Root systems and Tree Protection Zones can extend across property boundaries. Where a neighbour's tree is close to a proposed dwelling, pool or driveway, the Arboricultural Impact Assessment should show how it will be protected.
In most cases, yes. A Council permit is generally needed to remove or prune a tree 4 metres or more in height and/or with a crown spread greater than 4 metres, any mallee-form Eucalyptus regardless of size, and natural or regenerating locally indigenous vegetation, including shrubs and groundcover. Exemptions can apply, or the removal may be approved through a development consent. For standalone private-tree removal or pruning questions unrelated to development, Blue Mountains City Council's Trees and Vegetation on Private Land page sets out the current application process.
