Expert Arborist Reports Across the Upper Blue Mountains
Ward 1 covers the Upper Mountains and adjoining northern and western localities.
Representative communities include Katoomba, Leura, Blackheath, Medlow Bath and Mount Victoria together with areas such as Mount Wilson, Mount Tomah and Mount Irvine. This is one of the most environmentally and climatically distinctive parts of the Arbor Express service area. Properties can contain mature eucalypts, cool-climate exotic trees, historic gardens and native bushland within the same site.
Which Arborist Report Do You Need?
Heritage Gardens, Steep Terrain & Native Bushland
Katoomba combines urban development and tourism with properties immediately adjoining extensive national park and bushland.
Leura is characterised by established heritage homes, mature gardens and cool-climate tree species alongside native vegetation. Blackheath and Mount Victoria have a similarly strong relationship with mature canopy, bushland and elevated climatic conditions. Northern localities such as Mount Wilson and Mount Tomah contain larger properties, significant gardens and extensive surrounding vegetation.
Development can involve excavation into sandstone, retaining walls, access works, mature native trees, established exotic trees, bushfire protection, heritage considerations, and construction close to bushland.

Blue Mountains Council Tree Guidelines in Ward 1
Blue Mountains DCP Part C5 vegetation controls apply throughout Ward 1. A Council permit is generally needed to remove or prune a tree 4 metres or more in height and/or with a crown spread greater than 4 metres, any mallee-form Eucalyptus regardless of size, and natural or regenerating locally indigenous vegetation, including shrubs and groundcover. Heritage Conservation Areas and heritage-listed properties need a permit for tree removal regardless of size.
Bushland, heritage and environmentally sensitive land can introduce additional considerations beyond the condition of an individual tree. Where vegetation is removed under an exemption, Council recommends keeping dated photographs and other supporting evidence.
10/50 eligibility must be checked for the particular property and cannot be assumed because the site is bushfire-prone.
Replacement planting: compensatory planting may be required through the Tree Permit or Development Consent.

Frequently Asked Questions
They can be. Many Katoomba properties adjoin national park or bushland, sit on steep sandstone slopes, or carry heritage garden character. Bushfire, native vegetation and heritage constraints can all shape what the arborist report needs to address, beyond the condition of a single tree.
Yes. Council's permit thresholds apply to trees by size, not just native species, so a large exotic tree in a Leura heritage garden can still need approval. Heritage listing can add further considerations.
Yes. On shallow sandstone soils, significant roots often spread laterally close to the surface, so footings, retaining walls and driveways can affect them more than expected. Root investigation before excavation can show where they actually are.
Yes. Where removal is connected to proposed development, it is assessed through the Development Application. The Arboricultural Impact Assessment sets out the tree's condition, retention value and development impacts, together with realistic retention options.
In most cases, yes. A Council permit is generally needed to remove or prune a tree 4 metres or more in height and/or with a crown spread greater than 4 metres, any mallee-form Eucalyptus regardless of size, and natural or regenerating locally indigenous vegetation, including shrubs and groundcover. Exemptions can apply, or the removal may be approved through a development consent. For standalone private-tree removal or pruning questions unrelated to development, Blue Mountains City Council's Trees and Vegetation on Private Land page sets out the current application process.
