City of Parramatta Council Tree Rules
City of Parramatta Council regulates tree works on private property through its Tree Management provisions. A permit is generally required before pruning or removing a tree on residential or business property in any of these circumstances.
- Height: any tree or palm 5 metres or taller requires approval, regardless of species.
- Planted or conditioned trees: a tree 3 metres or taller requires approval if it was intentionally planted, or must be maintained under a development consent or tree permit condition.
- Heritage: approval is required regardless of size on a heritage item, in a Heritage Conservation Area or on the NSW Heritage Register.
- Biodiversity: approval is required regardless of size where the tree is mapped as Biodiversity under the Parramatta LEP, or is part of an Endangered or Critically Endangered Ecological Community (which needs an ecologist's Assessment of Significance).
- Aboriginal heritage: approval is required where the tree is part of an Aboriginal object or place of heritage significance.
- Development sites: Council cannot approve removal based on a future development; removal is assessed on the tree's merits only. CDC-related removal follows a separate process through Council's Duty Planner.
- Emergency removal: a tree posing an imminent risk to life or property may be removed without prior approval, but a risk assessment by an AQF Level 5 consulting arborist is generally required.

Parramatta Arborist Report FAQs
A permit generally isn't required for a tree under 5 metres that wasn't intentionally planted or required by a development condition, provided it isn't on mapped biodiversity land, in a Heritage Conservation Area or part of an Endangered or Critically Endangered Ecological Community. We can confirm before you proceed.
In most cases, yes. Approval is required for any tree 5 metres or taller, or 3 metres or taller if it was intentionally planted or must be maintained under a consent or permit condition, regardless of species.
