City of Parramatta Council Tree Rules

City of Parramatta Council regulates tree works on private property through its Tree Management provisions. A permit is generally required before pruning or removing a tree on residential or business property in any of the following circumstances.

  • Height Threshold
    Any tree or palm, indigenous, endemic, exotic or introduced, with a height of 5 metres or more requires approval, regardless of species.
  • Conditioned or Planted Trees
    A tree of 3 metres or more in height requires approval if it was intentionally planted, or is required to be planted and maintained as part of a development consent condition or tree permit determination.
  • Heritage
    Approval is required regardless of size where the property is a heritage item, within a Heritage Conservation Area, or listed on the NSW Heritage Register.
  • Biodiversity and Ecology
    Approval is required regardless of size where the tree is mapped as Biodiversity under the Parramatta Local Environmental Plan, or forms part of an Endangered or Critically Endangered Ecological Community. The latter requires an Assessment of Significance prepared by a qualified ecologist.
  • Aboriginal Heritage
    Approval is required where the tree forms part of an Aboriginal object or is within an Aboriginal place of heritage significance.
  • Conditioned Retention
    Approval is required where the tree has been conditioned for retention as part of a development consent.
  • Development Sites
    Council cannot approve tree removal based on a future proposed development. Removal is assessed on the tree's arboricultural merits only. Where removal relates to a Complying Development Certificate, a separate process applies through Council's Duty Planner rather than the standard Tree Application Form.
  • Emergency Removal
    A tree posing an imminent risk to human life or likely to cause substantial property damage may be removed without prior approval, but a tree risk assessment by a qualified AQF Level 5 Consulting Arborist is generally required to support the decision.

Is my tree exempt from Council approval?

A permit generally isn't required for a tree under 5 metres in height that wasn't intentionally planted or required by a development condition, provided it also isn't on mapped biodiversity land, within a Heritage Conservation Area, or part of an Endangered or Critically Endangered Ecological Community. We can confirm exemption status before you proceed.

Do I need Council approval to remove a tree in Parramatta?

In most cases, yes. Approval is required for any tree 5 metres or more in height, or 3 metres or more in height if it was intentionally planted or is required to be maintained under a development consent or tree permit condition, regardless of species.

Does heritage listing or biodiversity mapping affect tree removal?

Yes. A permit is required regardless of a tree's height if the property is a heritage item or within a Heritage Conservation Area, if the tree is mapped as Biodiversity under the Parramatta Local Environmental Plan, if it forms part of an Endangered or Critically Endangered Ecological Community, or if it forms part of an Aboriginal object or place of heritage significance.

Can I remove a tree that's an imminent risk without a permit?

Emergency removal is allowed where there's an immediate risk to life or property, but a Level 5 Arborist Report is required after the works for Council records.
