In most cases, yes. Approval is required for any tree 5 metres or more in height, or 3 metres or more in height if it was intentionally planted or is required to be maintained under a development consent or tree permit condition, regardless of species.

A permit is required regardless of a tree's height if the property is a heritage item or within a Heritage Conservation Area, if the tree is mapped as Biodiversity under the Parramatta Local Environmental Plan, if it forms part of an Endangered or Critically Endangered Ecological Community, or if it forms part of an Aboriginal object or place of heritage significance.
No. Council cannot approve tree removal based on a future proposed development. Removal can only be approved on the arboricultural merits of the tree itself. If removal relates to a Complying Development Certificate, a separate process applies. We can advise on the correct pathway.
Emergency removal is allowed where there's an immediate risk to life or property, but a Level 5 Arborist Report is required after the works for Council records.
