Expert Arborist Reports Across Liverpool North Ward

North Ward covers the part of Liverpool City north of Newbridge Road and Hoxton Park Road, together with the rural western edge of the LGA. It takes in the northern part of Liverpool itself, established suburbs such as Chipping Norton, Warwick Farm, Ashcroft, Cartwright, Miller, Busby, Hinchinbrook, Green Valley and Cecil Hills, and the western growth areas around Austral, Rossmore and Bringelly.

That range means the arboricultural work varies enormously. A Chipping Norton property may involve one or two mature trees close to a proposed extension or pool. A development site around Austral or Bringelly may contain dozens or hundreds of trees requiring survey, retention assessment and development-impact analysis.

Liverpool City, Established Suburbs & the Western Growth Area

The northern part of Liverpool's city centre and surrounding streets carry the ward's highest development intensity. Apartment, mixed-use and infill projects often sit on constrained sites where neighbouring and street trees can matter as much as trees on the property itself.

Chipping Norton and Warwick Farm are established residential areas near the Georges River, where mature trees interact with redevelopment, pools, driveways and additions. Green Valley, Hinchinbrook, Miller, Cartwright, Busby, Ashcroft and Cecil Hills are predominantly established suburbs with continuing residential renewal.

Further west, Austral, Bringelly and Rossmore have a fundamentally different development character. Subdivision, new roads, drainage works and larger development footprints can affect substantial numbers of trees. These projects can require detailed tree surveys, retention-value assessment, Tree Protection Zone and Structural Root Zone mapping, development-impact assessment, Tree Protection Plans and Project Arborist involvement through construction.

Liverpool Council Tree Guidelines in North Ward

What counts as a protected tree: Council's Tree Management Policy defines a tree as any perennial plant with a height greater than 3.5 metres, a canopy spread greater than 4.0 metres, or a primary trunk diameter greater than 400 mm measured 1.0 metre above ground level. Pruning or removing a protected tree requires development consent or a Council permit unless an exemption applies.

Dead, dying or dangerous trees: the definition does not apply to a tree Council is satisfied is dead, dying or dangerous and not required as habitat for native fauna. Council still needs to be satisfied of that condition before works proceed.

Western growth areas: some land in the western growth areas is governed by State planning instruments, such as the Western Sydney Aerotropolis DCP 2022 or the Growth Centres Precinct DCP, rather than Liverpool DCP 2008 alone. Larger sites can also involve biodiversity, waterway, bushfire and riparian controls beyond the individual-tree assessment.

Replacement planting: where replacement planting is required through a tree permit or Development Consent, the number, species, size and location are set by the conditions applying to the individual property or development. Check current thresholds and exemptions on the Liverpool Council tree requirements page.

Frequently Asked Questions

Usually, if the tree is over 3.5 metres high, has a canopy spread over 4 metres, or has a trunk diameter over 400 mm at 1 metre above ground. Exemptions apply, including certain exempt species. Where removal is connected to proposed development, it is generally assessed through the Development Application rather than a separate permit.
