Expert Arborist Reports Across Wollondilly North Ward
North Ward covers much of Wollondilly's northern and central rural landscape.
Representative communities include Picton, The Oaks, Oakdale, Silverdale, Warragamba, Theresa Park, Orangeville, Mount Hunter, Razorback and Cawdor and surrounding rural localities. It combines historic townships, rural properties, agricultural landscapes, bushland and newer residential development. This means arboricultural work can range from assessment of a single mature tree beside a house to detailed Tree Surveys across large rural or development sites.
Which Arborist Report Do You Need?
Picton, Rural Landscapes & Larger Properties
Picton is Wollondilly's historic principal township and contains a mixture of established housing, heritage areas, commercial development and mature trees.
The Oaks, Oakdale and Mount Hunter have a stronger village and rural character. Orangeville, Theresa Park, Razorback and Cawdor contain larger properties where scattered mature trees and native vegetation can form an important part of the landscape. Silverdale and Warragamba contain established residential areas with substantial surrounding vegetation.
These sites can require consideration of multiple trees, native vegetation, bushfire-prone land, drainage and watercourses, rural access, new dwellings and ancillary buildings, and subdivision or larger development proposals.

Wollondilly Council Tree Guidelines in North Ward
Wollondilly's tree controls apply throughout North Ward. A tree is caught by the controls once it exceeds 3 m in height, has a trunk circumference of 450 mm or more at 1 m, or has a branch span of 3 m or more.
For private-property tree work outside development, Council uses a two-tier permit structure: a Tier 1 application covers up to 5 trees or up to 100 sqm of vegetation, and a Tier 2 application covers up to 10 trees or over 100 sqm. Where tree removal is connected to a development project, it must instead be assessed through a Development Application.
Replacement planting: follow the site-specific Tree Permit or Development Consent conditions. Wollondilly does not currently publish one fixed replacement ratio suitable for every removal. Check current thresholds and exemptions on the Wollondilly Council tree requirements page.

Frequently Asked Questions
Not always. Wollondilly Council states that clearing native vegetation on rural land is legislated by the Local Land Services Act 2013 and Biodiversity Conservation Act 2016. This is particularly relevant across the larger rural properties around The Oaks, Oakdale, Orangeville, Theresa Park, Razorback and Cawdor.
An arborist report may be needed where proposed buildings, access, excavation, retaining walls, stormwater or services could affect trees on the site, adjoining land or the road reserve. Early assessment identifies Tree Protection Zones and potential design conflicts before construction starts.
Possibly. Eligible properties within a NSW RFS 10/50 Vegetation Clearing Entitlement Area may have clearing rights under the 10/50 Code. The property must be checked for eligibility and restrictions before any clearing occurs. Bushfire-prone land does not by itself create an unrestricted right to remove trees.
Yes, where the proposed works may affect its Tree Protection Zone or roots. The arborist assessment can document how the adjoining tree will be protected and whether excavation, footings, retaining walls or services need to be modified.
A tree risk assessment considers condition, visible defects, likelihood of failure and the people or property that could be affected. Arbor Express can use QTRA and, where further evidence is required, Resistograph testing to investigate internal decay. Wollondilly Council also recognises an imminent-hazard pathway where a Level 5 consulting arborist or Council Officer identifies the risk, with photographic evidence submitted with a valid Tree Management Application after removal.
In many cases, yes. A tree is regulated if it is over 3 metres high, has a trunk circumference of 450 mm or more at 1 metre, or has a branch span of 3 metres or more. Council uses a Tier 1 application (up to 5 trees or 100 sqm of vegetation) or a Tier 2 application (up to 10 trees or over 100 sqm), unless an exemption applies. Tree removal for development goes through the Development Application instead.
