Expert Arborist Reports Across Wollondilly East Ward
East Ward contains Wollondilly's strongest current development corridor.
Representative areas include Wilton, Appin, Douglas Park, Tahmoor, Thirlmere, Buxton, Bargo, Yanderra, Pheasants Nest, Cataract and Darkes Forest. This part of the Shire combines major new housing growth with established villages, bushland, rural properties and important vegetation corridors.
Which Arborist Report Do You Need?
Wilton Growth, Appin Development & the Hume Corridor
Wilton is one of the most important growth areas in Wollondilly.
The Wilton DCP includes strong provisions around greener development, tree planting and habitat protection, reflecting the scale of new residential growth. Appin is also experiencing significant development pressure and has extensive surrounding native vegetation.
Larger development sites around these growth areas can require detailed Tree Surveys, species identification, DBH and canopy measurement, retention-value assessment, Tree Protection Zone and Structural Root Zone mapping, identification of trees proposed for removal, road and drainage impact assessment, Tree Protection Plans, staged construction monitoring, and Project Arborist services.
Tahmoor, Thirlmere & Established Villages
Tahmoor and Thirlmere contain established residential development and continuing growth. Buxton, Bargo, Yanderra and Pheasants Nest provide a transition toward lower-density and rural development. Douglas Park sits within an important rural, rail and road corridor and contains larger properties and mature native vegetation.
These areas therefore need materially different arboricultural assessment from a typical metropolitan suburb.
Bushfire, Biodiversity & Watercourses
East Ward contains extensive bushfire-prone land and large areas of native vegetation.
Development can also interact with creek systems, riparian land, koala and other habitat, ecological communities, steep or constrained land, and road infrastructure. An Arborist Report addresses the tree component of these projects but does not replace ecology, bushfire or other specialist assessments where they are separately required.

Wilton
Major new residential growth where Tree Surveys, AIA and construction-stage tree protection can be especially important.
Appin
Growth areas surrounded by substantial native vegetation and bushfire-prone landscapes. For Development Applications in Appin, Cataract and Darkes Forest, our Level 5 arborists prepare Arboricultural Impact Assessments and Tree Protection Plans. Appin; Cataract (shared with Wollongong City); Darkes Forest (shared with Wollongong City).
Douglas Park
Rural and residential properties with mature native trees, rail and road infrastructure and larger development sites.
Tahmoor & Thirlmere
Established growing towns with residential infill and larger development opportunities. We prepare DA arborist reports and project arborist services for development sites in Tahmoor, Thirlmere and Maldon. Tahmoor; Thirlmere; Maldon.
Southern Villages
Lower-density development, rural properties and significant native vegetation. Arbor Express prepares DA arborist assessments (AIAs) and tree removal reports for renovation and development sites in Buxton, Bargo, Yanderra and Pheasants Nest. The North/East ward boundary runs through parts of Picton, Tahmoor and Thirlmere, so properties close to the division should be checked against Council's ward map. Buxton; Bargo; Yanderra; Pheasants Nest.
Wollondilly Council Tree Guidelines in East Ward
The same Wollondilly tree controls apply throughout East Ward.
For private-property tree work outside development, Council uses a two-tier permit structure: a Tier 1 application covers up to 5 trees or up to 100 sqm of vegetation, and a Tier 2 application covers up to 10 trees or over 100 sqm. Where tree removal is connected to a development project, it must instead be assessed through a Development Application. Wilton and Appin development sites may also be subject to additional State planning, biodiversity, bushfire and precinct-specific controls.
Replacement planting: follow the site-specific DA or Tree Permit conditions, as there is no single ratio for every removal. Check current thresholds and exemptions on the Wollondilly Council tree requirements page.

Frequently Asked Questions
Both occur within Wollondilly and are listed threatened ecological communities. Where development may affect these communities, ecological assessment may be required in addition to the arborist report. Arbor Express has in-house ecology capability so the tree and ecological components can be coordinated where required.
It can. For local development, the Scheme can apply where the development footprint affects land on the Biodiversity Values Map, exceeds the applicable native-vegetation area-clearing threshold, or is likely to have a significant impact under the threatened-species test of significance. Where the Scheme applies, a Biodiversity Development Assessment Report may be required.
Yes. NSW koala habitat protection planning provisions apply in Wollondilly, and Council identifies koalas among the Shire's threatened fauna. Development affecting potential habitat or native vegetation around growth and bushland areas such as Appin, Wilton and Douglas Park may therefore require additional ecological consideration.
Encroachment does not automatically mean the tree must be removed. A qualified arborist can assess the proposed impact and, where necessary, use non-destructive root investigation to establish actual root location. Design changes to footings, services or other works can then be considered and documented for Council.
A Preliminary Arboricultural Assessment is most useful before the design is fixed. It identifies trees, their protection zones and retention value so the design team can respond early. An Arboricultural Impact Assessment assesses the proposed development and documents tree impacts, retention or removal recommendations and protection measures for the DA.
Where required by the Development Consent or Tree Protection Plan, the Project Arborist can inspect tree-protection measures, supervise specified works within Tree Protection Zones, attend required hold points and provide arboricultural compliance documentation during construction.
In many cases, yes. A tree is regulated if it is over 3 metres high, has a trunk circumference of 450 mm or more at 1 metre, or has a branch span of 3 metres or more. Council uses a Tier 1 application (up to 5 trees or 100 sqm of vegetation) or a Tier 2 application (up to 10 trees or over 100 sqm), unless an exemption applies. Tree removal for development goes through the Development Application instead.
