Expert Arborist Reports Across Middle Harbour Ward
Middle Harbour Ward has one of Willoughby City's strongest relationships with mature native vegetation, sandstone landscapes and harbour-side bushland.
Castle Cove and Middle Cove contain established residential properties on sloping land with substantial mature trees and remnant vegetation. Willoughby East, North Willoughby and adjoining areas introduce a more conventional established residential environment, but mature canopy remains an important feature. These conditions create substantially different arboricultural issues from higher-density Chatswood.
Which Arborist Report Do You Need?
Sandstone Slopes, Bushland & Mature Native Trees
Castle Cove and Middle Cove contain steep residential properties with significant tree canopy, harbour-side vegetation and reserves such as those around Sugarloaf Bay. Development can involve excavation into sloping sites, retaining walls, pools, access and driveway changes, mature native trees, neighbouring vegetation, and construction close to bushland reserves. Early arboricultural assessment can identify constraints before the design becomes fixed.

Willoughby City Council Tree Guidelines in Middle Harbour Ward
Willoughby's City-wide vegetation controls apply throughout Middle Harbour Ward.
A permit is generally required where a tree exceeds 4 metres in height, 600 mm trunk girth measured at 1.4 metres, or 3 metres crown spread, or where it is locally native vegetation representative of the original vegetation of the area, or within a defined wildlife corridor or habitat area. The native-tree and habitat provisions are particularly relevant in the Middle Harbour environment.
Development affecting retained trees may also require a Tree Protection Plan.
Council arborist-report requirement: Where Willoughby Council requires an arboriculture report for an application to clear vegetation, Council states that the report must be prepared by an AQF Level 5 Consultant Arborist and that the company preparing it must not be financially affiliated with, or have a business relationship with, a tree removal/pruning company. Arbor Express is a consulting-only practice with no tree removal or pruning business, so our reports meet this requirement.
Replacement planting: Council's current DCP requires replacement at a ratio of 3:1 where tree removal is approved.

Frequently Asked Questions
They can be. Castle Cove and Middle Cove have much stronger bushland, slope and native-vegetation influences than central Chatswood, including locally native vegetation that Council protects in wildlife corridors. The report often needs to address native-vegetation and bushfire constraints as well as individual trees.
Yes. Retaining walls, cut and fill, and basement construction on steep sandstone sites can cut through important roots, sometimes well away from the trunk. Early assessment lets the design respond before plans are fixed.
Very often. Council requires a permit for trees over 4 metres high, over 600 mm trunk girth or over 3 metres crown spread, for locally native trees and vegetation in wildlife corridors, or for a tree that is visually prominent from the street or surrounding properties, unless an exemption applies or the removal is assessed through a Development Application. For standalone private-tree removal or pruning questions unrelated to development, Willoughby City Council's Trees on your property page sets out the current application process.
Yes. Roots and Tree Protection Zones can extend across property boundaries. The Arboricultural Impact Assessment should show how a neighbouring tree will be protected, or what design changes are needed to retain it.
Yes. Non-destructive root investigation shows where significant roots of mature native trees actually are, which can support changes to footings, driveways or services that allow the tree to be retained.
