Expert Arborist Reports Across Clovelly & Centennial Park
North Ward covers Clovelly and Centennial Park. It is an established residential area with mature private and street trees, relatively constrained lots and a strong coastal influence around Clovelly. Council publishes its ward boundaries as maps, and properties in northern Coogee and northern Randwick should be checked, as those suburbs are mostly in East Ward.
Redevelopment can involve additions, replacement dwellings, pools, retaining structures and excavation close to trees on both the development site and neighbouring properties.
Which Arborist Report Do You Need?
Coastal Slopes, Established Streets & Constrained Sites
Clovelly's coastal topography creates sites where excavation, retaining walls and level changes can affect mature root systems.
Northern Coogee combines coastal residential development with established tree canopy, while northern Randwick has mature streetscapes and continuing redevelopment. Neighbouring trees can become particularly important where narrow setbacks leave limited design flexibility.

Randwick City Council Tree Guidelines in North Ward
Council's current tree-preservation controls under Part B5 of the DCP apply throughout North Ward. A tree permit is required for trees above Council's size thresholds, unless the tree works are being assessed through a Development Application or a specific exemption applies.
Trees associated with a Development Application should be assessed through the development process, including relevant trees on neighbouring land.
Replacement planting: under Randwick's current development controls, where a tree proposed for removal through a Development Application is 3 metres or more in height or has a canopy spread of 3 metres or more, replacement planting must be provided on the site. Replacement trees must provide the same or greater canopy size at maturity, be shown on the Landscape Plan and Arborist Report, be selected from Council's Desirable Species List and be planted from a minimum 45L pot size. Where Council considers there is insufficient room for equivalent on-site replacement, an applicant may seek offset planting on public land; Council's DCP states that generally at least three off-site trees are required for each tree removed.
The current rule. A tree permit is required for any tree 5 metres or more high, with a canopy 4 metres or more wide, or a trunk circumference of 400 mm or more at 1 metre above ground level (combined for multi-trunk species). A permit is also required for any hollow-bearing tree and for severing roots over 50 mm, regardless of size, and for any palm (other than Cocos palms), cycad or tree fern of any size, and any tree on public land. A Development Application, not a tree permit, is needed to prune more than 10% of the canopy in any 12 months or to remove a tree in a Heritage Conservation Area, on a heritage item, on Council's Register of Significant Trees, or connected to Aboriginal heritage significance.
