Which Arborist Report Do You Need?
Why Development Is Different in the Bunya / Revesby Ward
The Bunya / Revesby Ward is characterised by established residential suburbs, larger allotments and significant tree canopy, particularly around the Georges River and adjoining bushland areas. Panania, Revesby and Padstow are important local centres, with more concentrated development around their transport and commercial areas while much of the surrounding ward remains predominantly residential.
Development commonly includes:
Knockdown rebuilds • New homes • Duplex developments • Home extensions • Swimming pools • Secondary dwellings • Residential subdivisions
Many properties contain mature native and exotic trees that influence building footprints, driveways, excavation and underground services. Early arboricultural assessment helps identify these constraints before plans are finalised, reducing redesigns and assisting with Development Application assessment.
Larger residential allotments in parts of the ward can create additional development potential: projects may involve swimming pools, secondary dwellings, extensions and subdivision in addition to new homes and duplexes. Each can introduce separate excavation, access and service impacts that need to be assessed in relation to existing trees.
Common Tree Constraints for Residential Development
Mature trees can influence proposed building footprints, driveway locations, excavation, retaining walls, swimming pools, services and construction access. Where trees are proposed for retention, a Development Arborist Report can assess Tree Protection Zones and Structural Root Zones and identify how the proposed design interacts with those trees.
Where removal or pruning is proposed instead, Council’s Tree Management Order and applicable approval requirements need to be considered separately.
Early arboricultural assessment allows these issues to be identified while the design can still be adjusted, rather than after plans are substantially complete. Where proposed excavation occurs close to significant retained trees, further investigation may sometimes be required to establish root location before construction proceeds.

Frequently Asked Questions
Often. Council's own assessment of a private-tree application is a visual inspection from ground level. Where a tree needs detailed inspection of features more than 2 metres above ground or below ground, Council requires a report from a qualified arborist (minimum AQF Level 5), such as an aerial assessment or root investigation. Arbor Express prepares these reports.
Often, yes, where existing trees on the site or neighbouring properties may be affected by the proposed works. Given the ward’s larger allotments, there’s often more flexibility to design around mature trees than in denser parts of the LGA: an early assessment can identify what’s realistic before plans are finalised.
Properties adjoining or close to Georges River National Park can involve mature boundary vegetation and retained trees that need to be considered as part of the proposed development. The requirements depend on the property, tree locations and proposed works, so the site should be assessed individually. If your property is in East Hills, Padstow Heights or Picnic Point, we can assess the site and identify the relevant considerations.
An Arborist Report may be required where a proposed swimming pool, excavation or associated works could affect retained trees on or near the property. Early assessment can identify Tree Protection Zones, potential impacts and whether the pool location or construction methodology needs to respond to existing trees.
