Why Development Is Different in the Budjar / Canterbury Ward
The Budjar / Canterbury Ward contains established residential neighbourhoods alongside some of Canterbury-Bankstown’s most significant urban renewal areas. Development includes medium-density housing, townhouses, apartment buildings and mixed-use projects, particularly around major centres such as Campsie.
Campsie is one of the ward’s defining growth areas: it’s a designated Strategic Centre under Council’s adopted Campsie Town Centre Master Plan, targeting 5,600 additional dwellings in the town centre core plus 760 dwellings along Canterbury Road, and 7,500 jobs, by 2036, concentrated around the town centre and Cooks River foreshore.
The ward also contains significant heritage-controlled areas. Council’s Heritage Conservation Areas cover most of Ashbury, part of Croydon Park and six precincts within Hurlstone Park, bringing additional design and character considerations into development on affected sites. Council’s heritage framework includes trees among the types of items that may have heritage significance. On heritage-affected properties, proposed tree impacts may therefore need to be considered alongside the heritage and character controls applying to the site.
Development commonly includes:
Knockdown rebuilds • Duplex developments • Townhouse developments • Residential flat buildings • Home extensions • Childcare centres • Mixed-use developments • Adaptive reuse projects
Many sites contain mature private trees and established street trees that influence building setbacks, access arrangements, excavation and underground services. Early arboricultural assessment helps identify these constraints before architectural and engineering plans are finalised.
Common Tree Constraints in the Budjar / Canterbury Ward
Projects throughout the ward commonly involve mature street trees and established garden trees, boundary trees and shared Tree Protection Zones, basement excavation and footing design, service trenching, driveway construction and retaining walls, and construction near retained trees.
Development proposals commonly require Tree Protection Zone (TPZ) and Structural Root Zone (SRZ) assessment in accordance with AS 4970-2025.
Suburbs We Service
Ashbury: the suburb forms the core of the Ashbury Heritage Conservation Area, which also extends into part of Croydon Park. Development on affected properties may need to consider heritage and character controls alongside tree retention, protection and arboricultural impacts.
Belfield: a compact, predominantly residential suburb with established properties and mature private and street trees.
Campsie: the ward’s largest growth centre, with an adopted Master Plan targeting substantial new housing and jobs around the town centre and Cooks River by 2036. Campsie’s growth strategy supports larger and higher-density development around the town centre, where basement excavation, building footprints and construction access can create significant interfaces with retained street and site trees.
Canterbury: an established suburb along the Cooks River corridor, with residential and mixed-use development around Canterbury town centre, the racecourse and river environment. Development near retained trees can require early coordination between arboricultural, architectural and engineering design.
Clemton Park: a small, predominantly residential suburb within the ward.
Earlwood: an established residential suburb with mature private and street trees. Council’s Undercliff Bridge Precinct also carries site-specific DCP provisions relevant to properties within that area.
Hurlstone Park: contains six separate Heritage Conservation Areas: a heritage assessment specific to this suburb. It is worth checking early whether a proposed development site falls within one of these precincts.
Croydon Park (Canterbury-Bankstown portion): sits across two council areas; part of Croydon Park also falls within the Ashbury Heritage Conservation Area. If your property is here, we can confirm both the applicable council and any heritage overlay before you lodge.

Frequently Asked Questions
Often. Council's own assessment of a private-tree application is a visual inspection from ground level. Where a tree needs detailed inspection of features more than 2 metres above ground or below ground, Council requires a report from a qualified arborist (minimum AQF Level 5), such as an aerial assessment or root investigation. Arbor Express prepares these reports.
Yes. We regularly assist architects, builders and developers on medium-density residential projects throughout the Budjar / Canterbury Ward, including within the Campsie Town Centre growth area.
Croydon Park sits across two council areas. Tell us your address and we’ll confirm whether Canterbury-Bankstown Council applies to your property before you lodge.
It can. Ashbury and parts of Hurlstone Park are affected by Heritage Conservation Area controls. Council’s heritage framework can also recognise trees as heritage items. We can identify the relevant tree and development considerations for your property before you proceed.
